Begitulah secara amnya terjemahan berita yang disiarkan laman Bloomberg baru-baru ini. Berita ini melaporkan pemuda yang dapat menyewa sebuah bilik pada kadar yang rendah untuk sebuah rumah yang seakan istana.<\/p><p id=\"h.p_QStLbr75ThfL\" class=\"zfr3Q\">Bagaimana hal ini boleh berlaku? Ini kesan dari tindakan kerajaan Vancouver di Kanada yang mengenakan cukai ke atas unit yang tidak berpenghuni. Selain Vancouver, Melbourne turut mengamalkan sistem ini, dan beberapa bandar besar lain seperti Hong Kong dan Toronto sedang mempertimbangkan untuk melaksanakan cukai ini.<\/p><p id=\"h.p_25oix6nuUHLU\" class=\"zfr3Q\"><strong>Cukai ke atas spekulasi hartanah<\/strong><\/p><p id=\"h.p_x9omnTctThfN\" class=\"zfr3Q\">Bandar-bandar ini melaksanakan sistem cukai ini bagi mengatasi masalah harga rumah yang meningkat terlalu tinggi di luar kemampuan rakyat. Ini berikutan dari tindakan spekulasi pelabur hartanah, di mana pelabur hartanah membeli rumah-rumah ini dengan jangkaan harga akan meningkat nanti. Namun, rumah-rumah ini dibiarkan kosong, tanpa ada kegunaan produktif atau disewakan. Langkah percukaian ini diambil bagi membendung spekulasi pasaran hartanah yang keterlaluan, di samping memastikan lebih banyak jumlah rumah tersedia untuk didiami rakyat kebanyakan.<\/p><p id=\"h.p_LsqtZgbNUM-g\" class=\"zfr3Q\"><strong>Kesukaran membeli rumah vs lambakan rumah tak terjual<\/strong><\/p><p id=\"h.p_azk219OvThfN\" class=\"zfr3Q\">Dalam konteks Malaysia, ada satu situasi yang membingungkan. Dari satu sudut, kebanyakan rakyat mendapati kesukaran dalam membeli dan menyewa rumah, dan memaksa kerajaan melakukan pelbagai langkah intervensi bagi membolehkan mereka mempunyai bumbung untuk berlindung.<\/p><p id=\"h.p_LfOiQ06XThfO\" class=\"zfr3Q\">Dari sudut lain, terdapat lambakan rumah yang sudah siap, namun tidak terjual. Data dari Pusat Maklumat Harta Tanah Negara pada tahun 2018 menunjukkan terdapat 32,313 unit rumah yang sudah siap dibina, namun tidak terjual, dengan nilai RM19.86 billion. Terdapat begitu banyak rumah yang tidak terjual oleh pemaju, hingga Kerajaan terpaksa menganjurkan \u201cHome Ownership Campaign\u201d selama 6 bulan bagi membantu pemaju menjual rumah-rumah mereka.<\/p><p id=\"h.p_mAJq5_s-ThfO\" class=\"zfr3Q\">Untuk menjayakan \u201cHome Ownership Campaign\u2018 ini, Kerajaan memberikan pelepasan duti setem dan pelbagai insentif lagi untuk membantu pemaju menjual rumah-rumah mereka.<\/p><p id=\"h.p_IzeJQZ60ThfQ\" class=\"zfr3Q\">Di samping rumah yang tidak terjual, terdapat juga banyak rumah yang bertuan, namun tidak berpenghuni. Salah satu fenomena biasa yang kita dapat lihat pada waktu malam adalah rumah yang tidak berlampu. Fenomena ini jelas kelihatan, terutamanya di kawasan kelas atasan.<\/p><p id=\"h.p_UEHgWklvThfR\" class=\"zfr3Q\">Dalam bahasa mudahnya, sebenarnya terdapat banyak rumah yang dibiarkan kosong dan tidak digunakan untuk tujuan yang produktif. Persoalan sampingan yang timbul ialah sama ada tiap-tiap rumah ini dimiliki oleh seorang pemilik, ataupun adakah pemilikan mereka tertumpu dalam kalangan golongan yang kecil tetapi bermodal besar. Data kekosongan dan pemiliki rumah ini sesuatu yang perlu dikumpul dan diteliti oleh perancang polisi negara.<\/p><p id=\"h.p_EV3vRFN5Ujps\" class=\"zfr3Q\"><strong>Langkah oleh kerajaan<\/strong><\/p><p id=\"h.p_vOKKbrSnThfS\" class=\"zfr3Q\">Dalam berlakunya krisis kekurangan rumah oleh warga kota seperti yang dihadapi sekarang, perlu ada langkah drastik Kerajaan dalam memperbetulkan situasi ini.<\/p><p id=\"h.p_rf3L73N2Unno\" class=\"zfr3Q\"><strong>Bina 1 juta rumah<\/strong><\/p><p id=\"h.p_Wjl23z25ThfT\" class=\"zfr3Q\">Dengan berpandukan data yang kukuh, Kerajaan boleh mengambil langkah seperti yang dijanjikan dalam manifesto Pakaran Harapan iaitu membina 1 juta rumah. Usaha ini sudah pasti memerlukan perbelanjaan yang besar untuk dilaksanakan, di samping jangka waktu yang panjang bagi mencapai objektif ini.<\/p><p id=\"h.p_DZb1k1ouUtQ8\" class=\"zfr3Q\"><strong>Cukai ke atas rumah kosong<\/strong><\/p><p id=\"h.p_66q5Uwp4ThfT\" class=\"zfr3Q\">Atau Kerajaan boleh mempertimbangkan untuk memastikan rumah-rumah kosong ini digunakan dengan produktif, dengan mengenakan cukai unit tidak berpenghuni. Ini akan memaksa pemilik (termasuk pemaju yang memegang stok rumah tidak terjual) untuk menyewakan rumah mereka, menjual rumah pada harga yang lebih rendah, atau membayar cukai unit tidak berpenghuni.<\/p><p id=\"h.p_PjguBEUyThfU\" class=\"zfr3Q\">Ini dapat memastikan sekurang-kurangnya lebih banyak rumah tersedia untuk rakyat pada kadar sewaan yang lebih rendah.
